Some of your skin care products might not be the same soon. California moved to officially ban 12 ingredients from cosmetic and personal care products. While you might not live in California this law will still affect you. Why? Read on. We’ve got you covered with all the details on the new law and what it might mean for your products.

12 Ingredients Banned from Sale in California

The governor of California signed into law the Toxic-Free Cosmetics Act also known as Assembly Bill 2762 (AB 2762). The bill will ban these 12 chemicals in cosmetic and personal care products:

  1. Dibutyl phthalate
  2. Diethylhexyl phthalate
  3. Formaldehyde
  4. Paraformaldehyde
  5. Methylene glycol
  6. Quaternium-15
  7. Mercury
  8. Isobutylparaben
  9. Isopropylparaben
  10. m-Phenylenediamine and its salts
  11. o-Phenylenediamine and its salts
  12. 13 per- and polyfluoroalkyl substances (PFAS) and their salts

If you want the history on how the bill came to be and who sponsored it – check out our posts “California Proposes To Ban 12 Cosmetic Ingredients” and “California Assembly Bans 12 Cosmetics Ingredients”.

California is the first state in the United States to limit these 12 ingredients. Interestingly, these 12 chemicals are already prohibited from cosmetics and personal care products in the European Union and a few other countries around the world.

Does This Bill Matter If You Don’t Live in California?

Yes, even if you don’t live in California this ban will still affect you. That’s because skin care companies usually don’t produce different products for different states. Companies produce the same product to be sold across America.

So a company is unlikely to produce one product for California and a different version of the product for other states. Instead, they’ll likely take any of these ingredients out of existing products and sell the updated version everywhere.

The bill gives companies a little time with the ban going into effect on January 1, 2025. That means if your skin care products contain any of these 12 ingredients – they won’t by 2025.
